T-Bar Ranch Water Field Project Team which consists of Garney Construction, Black & Veatch Engineering, Parkhill Smith & Cooper and Hilliard Energy have been hard at work for the past 6 months, purchasing ROW, designing and constructing what is the City of Midland's largest Public Works Project to date". The project will span 76 miles from Winkler County to Midland County and cost $200 million.
